Under Florida Rule of Criminal Procedure 3.130(a), except when previously released in a lawful manner, every arrested person must be taken before a judge — in person or by audio-video technology — within 24 hours of arrest. At first appearance the judge must inform the defendant of the charge and provide a copy of the complaint. A state attorney and a public defender must attend, and an official record is maintained. If the defendant has retained private counsel, the public defender's attendance is not required.

If your family member was arrested in Osceola County and their initial appearance falls on a weekend or holiday, it will be conducted by video from the Orange County Booking & Release Center at approximately 11:00 a.m. — not in person at the Osceola County Courthouse.
On those weekend and holiday sessions, the Osceola video docket is heard first, followed at about 11:30 a.m. by in-person first appearances for people held at the Orange County Booking & Release Center.

From arrest to release in Osceola County
01Arrest
A law enforcement agency takes the person into custody in Osceola County and transports them to the Corrections Department on Simpson Road. Osceola County Corrections is run by the Board of County Commissioners, not the Sheriff's Office, which is why calls to the Sheriff about a booking get redirected.
02Booking
The person is processed into the Osceola County Corrections Department at 402 Simpson Road in Kissimmee. Osceola also publishes daily arrest reports in addition to the current inmate database.
03First Appearance
Under Florida Rule of Criminal Procedure 3.130(a) the hearing must happen within 24 hours. On weekdays it is held at the Osceola County Courthouse, 2 Courthouse Square in Kissimmee, at 1:30 p.m. On weekends and court holidays it is conducted by video at about 11:00 a.m. from the Orange County Booking & Release Center in Orlando — not at the Kissimmee courthouse. 04Bond Decision
At first appearance the judge addresses release. Confirm the bond amount and current posting procedures with Osceola County Corrections at (407) 742-4444 — not with the Sheriff's Office, which does not operate the jail.
05Release or Continued Custody
If release is ordered and its conditions are satisfied, the person is released from the Corrections Department. Otherwise they remain in custody while the case proceeds in the Ninth Judicial Circuit.
